EU approves three more national carbon plans
The European commission has made decisions on three more national allocation plans for the EU greenhouse gas emission trading scheme's 2008-12 second phase. France's proposed carbon cap is approved without changes, but Poland and the Czech Republic are told to make drastic cuts in their allocations to industry.
