Ministerial misgivings over EU fuel emission plan
EU environment ministers still have significant concerns about plans to set fuel suppliers a target to cut life-cycle carbon emissions from road fuels, it emerged from their first public discussion of draft new legislation in Luxembourg on Tuesday. There will be no political agreement on the plans before the end of the year.
