Norwegian employers cry foul on climate quotas

Norwegian employers' organisation NHO has filed a formal complaint over Norway's draft national allocation plan for the 2008-12 carbon trading period. In a submission to the European free trade association's (Efta) surveillance authority, NHO criticises the lack of a credit reserve for new entrants. "This discrimination is a distortion of competition and hits particular companies unreasonably hard...without any reduction in greenhouse gases", NHO head Finn Bergesen said. Efta will oversee the trading scheme with the European commission, which announced a link to the EU carbon market last month (EED 26/10/07). See NHO statement (Norwegian).
