EU assessors slam energy efficiency programme

The European court of auditors (Eca) has criticised the management of the EU's Intelligent energy for Europe support programme for energy efficiency and renewables (EED 16/01/04).  In a report released on Tuesday Eca said the planning of the programme in the 2003-6 period "fell short of best practice," that the distribution of spending over many areas of activities "limited the potential to achieve significant and verifiable progress in any particular areas" and concluded that the initiative was "not a clearly focused expenditure programme".  See European court of auditors press statement, information note, and report.
