EU plan for OECD-wide carbon market questioned
Experts gathered at this week's carbon market fair in Barcelona have cast doubt on an EU proposal to create an OECD-wide market by 2015. A report issued last week by think-tank Climate Strategies described the deadline as "highly ambitious".
