Finance ministers pass the buck on climate aid, again

EU finance ministers meeting in Luxembourg on Tuesday failed to agree on Europe's contribution to financing climate mitigation and adaptation efforts in developing countries, a decisive issue for striking a deal on a successor to Kyoto in December.
