Tension between CO2 trading and efficiency agendas

The European Commission faces a dilemma over whether to make the EU's 2020 goal of a 20% energy efficiency improvement binding given that this may significantly bring down carbon prices in its emission trading scheme (ETS), ENDS has learned.
