UN seeks to avoid legal gap after Kyoto expires
The UN Framework Convention on Climate Change (UNFCCC) has issued a paper proposing several options to avoid a legal vacuum if a second carbon reduction commitment period under the Kyoto protocol does not enter force by 1 January 2013.
