States fight over global ozone depleter rules
Europe and the USA clashed over planned phase-outs of the pesticide methyl bromide and of CFCs in metered-dose inhalers at a meeting of the Montreal protocol on ozone layer protection last week. "Critical use exemptions" for methyl bromide use in 2005 and 2006 were agreed, subject to further talks this summer similar to an extraordinary session held this spring (EED 29/03/04). The stand-off could represent "the beginning of a deceleration in the progress of the Montreal protocol", warned the news service Earth Negotiations Bulletin (ENB).
