"Triple I" strategy for a sustainable Europe
To approach sustainability, Europe should follow a "triple I" strategy of innovation, integration and internalisation of externalities, German expert Raimund Bleischwitz argues in a paper just published by the College of Europe. Dr Bleischwitz delivered the paper as a lecture last autumn on becoming Toyota chair for industry and sustainability at the Bruges-based college. The concept bears an uncanny resemblance in name, if less so in content, to former EU environment commissioner Margot Wallström's "three I's" strategy of implementation, information and integration (EED 03/09/99).
