EU consults on emission trading guidelines
The European Commission has begun a review of how firms in the EU's carbon emission trading scheme must measure their greenhouse gas output. The monitoring and reporting guidelines were published last year and contain detailed rules on tracking emissions at plant level (EED 12/02/04). The Commission is to issue revised guidelines by the end of 2006, in time for the start of the scheme's second phase in 2008. A new consultation document asks stakeholders to comment on the guidelines' clarity, practicality and comprehensiveness. A stakeholder conference will be held on 12 May. See consultation.
