Britain moves forward on emissions trading
The UK has confirmed that it is to launch legal proceedings against the European Commission to defend its revised national allocation plan for the EU emissions trading scheme. The pair have been in conflict since last October when Britain announced it was raising its emissions cap by 20m tonnes over the period 2005-7 (EED 27/10/04). Meanwhile, the government intends to start distributing emission allowances "as soon as possible" based on the pre-October cap of 736m tonnes, the environment ministry announced on Friday.
