EU mining waste law set for second reading

The EU council of ministers has circulated its common position on draft legislation on mining waste management. The position was agreed politically last October and includes a partial exemption for non-hazardous, non-inert waste, an exemption for installations due to close by 2010, limited requirement of financial guarantees, and a six-month grace period before the rules apply to temporary waste storage sites (EED 14/10/04). The text still requires official approval, following which its second legislative reading will begin. See common position, plus council note and statement of reasons.
