Portugal relaunches water taxation plan
Portugal's new government has included a tax on water consumption in legislation approved this week to transpose the EU water framework directive. The tax, first mooted by the previous socialist administration in 2001 (EED 03/07/01), will be levied at "one or two cents per cubic metre" to finance improvements in water management required by the directive. According to environment minister Francisco Correia Nunes all water users will be affected except small-scale agriculture. The new law still requires parliamentary approval. Portugal is facing court action for late transposition of the directive (EED 12/07/04). See Portuguese environment ministry.
