Portugal publishes list of emissions licences
The Portuguese government has published final carbon dioxide caps for 244 industrial plants covered by the EU emission trading scheme. The development comes virtually a year after the European Commission approved Portugal's outline national allocation plan (EED 20/10/04). Electricity generators dominate the allocation with 63m tonnes of the total 115m tonnes over the period 2005-07. They are followed by cement firms and then refineries. A national electronic registry for trading allowances should be ready within weeks, a ministry spokesman told ENDS Europe DAILY. See Portuguese environment ministry and allocation list.
