Still no compliance rules for chemicals treaty

The Rotterdam convention on trade in dangerous chemicals still has no agreed rules on compliance mechanisms after parties last week held their second conference since the treaty's entry into force. The meeting confirmed serious disagreement over how non-compliance measures should be triggered and what consequences should flow from non-compliance. Under the current requirement for consensus, a small group of countries is blocking the addition of chrysotile asbestos. See Rotterdam convention and meeting coverage from ENB.
