Dutch news round-up: energy, waste, transport and water

The Dutch government presented a national programme to promote more efficient heating and cooling to the country's parliament in mid-December. This should save energy equivalent to that used by 1.4m households by 2012, ministers said. Nearly €500m will be made available to drive the programme forward from now until 2012.
