Commission admits shortcomings in efficiency plan

The European commission announced what it described as "a sincere re-evaluation" of EU energy efficiency policy on Tuesday, after admitting that current progress is "insufficient" to meet the bloc's objective of a 20 per cent efficiency improvement by 2020.
