No agreement on HFCs in Montreal Protocol

Parties to the Montreal Protocol on ozone-depleting substances have been unable to agree on whether to include hydrofluorocarbons (HFCs) in the treaty’s remit, as states wait to see if they will be covered by a post-2012 agreement on climate change.
