UN's CDM board postpones action on HFC-23

The UN body in charge of Kyoto's Clean Development Mechanism (CDM) has failed to tackle perverse incentives for emitting the greenhouse gas HFC-23 because of vested interests within the organisation, campaigning group CDM Watch has claimed.
