Kyoto loopholes 'may lead to emissions surge'

Industrialised country emissions may end up 9% above 1990 levels by 2020 despite reduction pledges in the Copenhagen Accord because of loopholes stemming from the Kyoto protocol, according to a study presented at climate talks in Bonn this week.
