New bid to loosen ETS benchmarking rules

A group of Polish MEPs wants to reject rules on free CO2 allowances for energy-intensive sectors during the third phase of the emissions trading scheme (ETS). The parliamentarians say that the rules breach the EU principle of proportionality.
