Scotland outlines water management plans

The Scottish Executive has published an outline of how it plans to implement the 2000 EU water framework directive. It has proposed the creation of three river basin management areas as well as new regulatory regimes for groundwater pollution, water abstraction and impoundment, and engineering operations that have significant impacts on the water environment. Also included are new rules for diffuse pollution , which is likely to become the largest source of water pollution by 2010. A draft law will be presented to the Scottish parliament next year.
