UK confirms climate gas trading rules
The UK government has confirmed plans to launch economy-wide trading of industrial greenhouse gas emissions next year, issuing framework rules for the scheme on Tuesday. Few changes have been made from an earlier draft released in May (EED 04/05/01), but the environment ministry stressed that the scheme would now be more attractive to business, for example through enhanced rights to bank emission credits from any over-achievement of targets.
