More EU criticism of US climate plan
The EU has again criticised president George Bush's US climate change plan, reiterating that it will not even stabilise emissions (EED 15/02/02). Spain's Jaume Matas for the EU presidency and Margot Wallström for the European Commission expressed concern that all actions proposed were "purely voluntary". "It is striking", they comment, that America has rejected cap-and-trade for power sector CO2 emissions while applying it to other air pollutants. No assessment of comparability with efforts being made under the Kyoto protocol would be possible without mandatory monitoring and reporting of companies' emissions. See statement.
