The common position is based on an agreement reached between environment ministers last October (EED 30/10/01). A minor change was introduced concerning new definitions for four design categories of recreational craft. First proposed by the European Commission in 2000 (EED 30/10/00), the draft directive now passes to the European parliament for a second reading. See common position, and draft directive's legislative history.
