Luxembourg faces rap over PCBs
Luxembourg is the latest EU country to face condemnation in the European court of justice for non-implementation of a 1996 directive on eliminating polychlorinated biphenyls (PCBs). In an opinion to the court, judge Dámaso Ruiz-Jarabo Colomber agreed with the European Commission that the government had failed to draw up a plan for the decontamination and disposal of PCBs. A national disposal plan introduced in 1986 could not serve as fulfilment of the directive, as the inventory which it used was "incomplete and incorrect". See opinion in case C-174/01.
