EU announces new HCFC quota mechanism

Total allowable production and imports of ozone-depleting HCFCs will be 2,885 tonnes in 2003 falling to 1,923 tonnes in 2004, states a newly issued European Commission decision. The drop is largely due to an ban already agreed on the chemicals' use in foam production after 2003. To take this into account, the EU is also changing the way it sets company-specific production quotas. The quota-setting process excited controversy in 2000 when Italy claimed that its firms were being disadvantaged (EED 08/09/00). See decision.
