Impacts of CAP reform plan assessed
The European Commission has published two impact analyses of its plan, released in January, for a major reform of the EU's common agricultural policy (CAP) (EED 22/01/03). Severing the link between production and subsidies, as the Commission has recommended, would raise farm incomes and promote less intensive and more sustainable agriculture, the studies conclude. EU agriculture ministers launched their first serious discussions on the controversial reform proposals earlier this month. See press release and 17-18 March EU agriculture council conclusions.
