Guidance on transboundary assessment rules
A guide to help countries apply the Espoo convention on the assessment of cross-border environmental impacts of major projects has been produced by the Finnish environment institute under the stewardship of Finland, the Netherlands and Sweden. It offers practical advice to all stakeholders involved in relevant projects in the 55 states party to the convention. According to the institute, most countries have not developed any procedural rules assisting application of the rules, even though they have been in force for six years (EED 17/09/97).
