France transposes EU rules on scrap cars
France has transposed the EU end-of-life vehicles directive, stipulating that at least 85% of vehicles be recycled by 2015. The law requires manufacturers and importers to meet the costs of fulfilling the directive's requirements. This means that scrap merchants will accept old vehicles at no cost to the final owner, the environment ministry said in a statement. France was one of eight EU states against which the European Commission announced court action this spring for failing to transpose the directive by the April 2002 deadline (EED 08/04/03).
