Spain to freeze road fuel duties

Spanish budget minister Cristobal Montoro has announced a freeze on fuel duties in 2004 alongside other measures designed to combat inflation. Since a series of anti-fuel tax protests in 2000 the government has raised fuel duties only once, in 2001 (EED 23/11/01). No new fiscal measures were included in a draft energy saving and efficiency strategy 2004-12 issued in July, despite the document's forecast of a 58% rise in national CO2 output by 2012, well in excess of Spain's Kyoto protocol commitment.
