English waste permits scheme gets go-ahead
The world's first system of tradable permits for the landfilling of biodegradable municipal waste has been cleared for introduction in England by final approval of a new law. The scheme is designed to help cut organic waste dumping in line with targets in the EU's 1999 landfill directive. Local authorities will be able to bank unused allowances or bring forward part of their future allocation (EED 15/11/02). Operational details are due to be finalised early in 2004 through an implementing regulation. See press release.
