Commission goes to court over EU forest plan
The European Commission is to take legal action seeking to annul part of a recent regulation creating the EU "forest focus" monitoring and funding programme (EED 12/12/03). It says the comitology procedure chosen by the council of ministers and European parliament for approving actions under the programme contravenes EU rules. The procedure favoured by the Commission would enhance its own power while reducing the parliament's. It is confident of victory, noting that it won a similar dispute last year over the EU's Life environmental funding programme. See European Commission.
