EU completes Kyoto legal implementation
The European Commission marked entry-into-force of new rules on monitoring and reporting greenhouse gas emissions on Wednesday by affirming yet again the EU's "global leadership" in implementing the Kyoto protocol. The decision updates previous monitoring rules based on the protocol's parent convention, bringing them directly into line with the protocol. This "makes all remaining requirements under the protocol legally binding in all member states", the Commission noted. See press release and the decision (280/2004/EC).
