MEPs approve Kyoto linking directive
The European parliament has formally adopted a compromise deal on a new directive linking EU greenhouse gas emission trading to the Kyoto protocol's flexible mechanisms. Details were agreed with EU ministers a fortnight ago (EED 07/04/04). Rapporteur Alex de Roo said the EU was "creating a parallel Kyoto process" that would endure even if the protocol does not enter force. The European Commission said the law would reduce firms' compliance costs and boost investment in clean technology outside the EU. But environmentalists said it was "weak".
