Rights court backs controversial Spanish dam
The European court of human rights has capped a 14-year legal battle between Spanish environmentalists and authorities over the controversial Itoiz dam. In a judgement published on Tuesday it ruled that retroactive legislation created by the Navarre regional government in 1996 altering the status of protected areas affected by the dam had not infringed local residents' human rights. The law effectively circumvented a 1995 judicial decision prohibiting filling of the dam, which finally began in January (EED 20/01/04). See press release.
