Spain to fast-track environmental liability rules

Spain is to fast-track implementation of the EU environmental liability directive, environment minister Cristina Narbona revealed on Sunday. Draft rules will be presented next year, well ahead of the EU transposition deadline of 30 April 2007 (EED 14/05/04). Last year the then opposition socialist party pledged to enforce liability for environmental damage. The issue has had high profile in Spain since the 1998 Aznalcollar disaster (EED 05/03/04). A report released last week detailing massive chemical and radioactive pollution over decades in the Flix reservoir in Catalonia has added to pressure for tough controls.
