Ireland promises action on nitrate pollution
The Irish government is making new promises to control agricultural nitrate pollution in the wake of its legal condemnation in March (EED 12/03/04). On Thursday, environment minister Dick Roche published independent recommendations on establishing a nitrates action programme. Mr Roche said he intended to start implementation from 1 January 2005 subject to approval by the European Commission. This is not guaranteed - in particular because the government is set to request permission to allow livestock manure spreading in excess of the 170kg/ha limit set in the nitrates directive.
