Global ship scrapping talks make progress
World governments will attempt to agree by the end of next year on rules to govern dismantling of end-of-life ships, delegates at the latest annual meeting of the Basel convention on trade in hazardous waste said last week. Next year's conference of parties will consider "legally binding solutions" for the practice of ship-breaking in developing countries. Campaigners at Greenpeace and the Basel Action Network hailed the decision as a "major victory" (EED 20/06/03). EU transport ministers are to discuss the issue in December.
