UK delays details of climate emission plan
The UK government has for a second time delayed publishing details of its revised national allocation plan (Nap) for the EU emission trading scheme. The government has been locked in argument with the European Commission since it controversially proposed boosting by 20m tonnes the amount of carbon dioxide its industries can emit between 2005 and 2007 (EED 27/10/04). The Commission has raised objections to the increase. The UK has reportedly threatened legal action against the EU executive unless it gets its way. Publication is now expected on Monday.
