Proposals by the EU Council and Commission for GHG reductions in sectors such as transport and agriculture risk missing the 2030 target of a 30% cut by 4.5 percentage points, a report for the German government has warned just days ahead of key negotiations in Brussels.
The findings of the report by Öko-Institut for the German environment ministry suggest it is up to European Parliament negotiators to push for swifter cuts in closed talks scheduled for Tuesday over the proposed Effort Sharing Regulation (ESR).
