The strategy is intended to identify current spatial development patterns and help create future policies for urban and rural areas, in line with the sustainability aims of the European spatial development perspective, implementation of which began last autumn (ENDS Daily 8 October 1999). Issues covered include waste management, transport, housing, nature conservation, urban and rural development, education and training, energy production, and communication networks.
