Five green NGOs have asked European Commission president Romano Prodi to prevent the Spanish hydrological plan going ahead in its current form. The groups allege that the plan contravenes international conventions, EU environmental legislation, the bloc's treaty and its draft sustainable development strategy. They also allege that it was finalised without proper public participation. The groups - Greenpeace, European Environment Bureau, Friends of the Earth, Birdlife International and WWF - have previously written to the Commission's environment directorate about their concerns.
