EU public participation law back on agenda

Europe's justice ministers last week cleared the way for the second reading of a draft law on public participation in decision-making on plans and programmes affecting the environment when they formally approved a common position. Environment ministers had reached a political agreement on the directive, which is intended to implement the Århus convention, last December (EED 13/12/01). A major issue still to be resolved is the degree of public consultation required during the renewal of pollution permits for industrial plants. See JHA council minutes.
