NGOs keep up pressure on emissions trading

Four European environmental groups have reiterated demands on a EU carbon dioxide emissions trading scheme in the run-up to debates on the issue due this week in the European parliament and next week in the council of ministers (EED 23/10/01). The NGOs advocate auctioning of permits to "provide an incentive for early action to improve energy efficiency". Last month the parliament's environment committee did not modify the European Commission's plans for permits to be allocated for free, but a heated debate is expected this week in the plenary (EED 11/09/02).
