Themes set to surface in a 20 December EU environment ministerial debate on the future of the Life environmental funding programme have been outlined in a Dutch presidency paper. Countries have significant concerns over gaps in the proposed scope of Life+ in relation to environmental technologies and to nature conservation investments, the paper shows. The latter worry is shared by environmentalists (EED 30/09/04). Other concerns already raised by member states include governments' role in setting funding priorities and the eligibility of certain projects for EU financing. See presidency document.
