Luxembourg and Belgium have failed to fully implement 2003 directive on time, EU judges say

The European court of justice has condemned Luxembourg for not fully implementing the EU's 2003 directive on public access to environmental information. In a ruling issued last week the court upheld a European commission complaint that Luxembourg had missed a February 2005 deadline to transpose the law. In a separate ruling, Belgium was also condemned for failing to transpose the law in the regions of Wallonia and Brussels. See judgements in cases C-354/06 (Luxembourg) and C-93/07 (Belgium).
