Member states have finalised their first-reading position on a revised EU waste framework directive. Portuguese presidency officials told ENDS that governments had agreed a wording for the law's preamble, based on a compromise proposal tabled in August. A deal on the substantive provisions was reached earlier in the summer (EED 28/06/07). After translation into all EU languages the text will be forwarded as a formal common position to the European parliament in January, signalling the start of a second reading. Big differences between MEPs and government remain (EED 13/02/07). See WFD preamble.
