Portugal monitors climate change initiatives

Environment agency progress report says only a quarter of measures taken are running smoothly

Only ten of 41 initiatives in Portugal’s national climate change plan are progressing satisfactorily, according to a first six-monthly progress report issued by the environment agency on Saturday. No information was available on 13 initiatives. Junior environment minister Humberto Rosa acknowledged that the monitoring system "still has imperfections". Wind energy targets are being met but progress in the transport sector is patchy. Plans to increase the carbon absorption capacity of Portuguese forests, recently criticised as overoptimistic by the EU, appear too far behind schedule to significantly assist Portugal's Kyoto protocol compliance efforts.
